The quote is incomplete, it ends the phrase with "and to provide that information under the license set forth on the initial page of the http://www.opensource.org/ Web site" and also states "the right to sublicense through multiple tiers of sublicensees" as a condition.
Checking the initial page, the license used is Creative Commons Attribution 4.0 International License. As the definition of sublicense is "a license granted by a licensee to a third party, under the authority of the license originally granted by a licensor to the licensee" and the license given is CC-BY, it could be relicensed as any of the other five sublicenses, but never violating the CC-BY.
