The source linked (https://www.researchgate.net/terms-of-service#termChanges) states that they will notify the user if the terms change due to a government order.

Sharing user data with government is discussed in https://www.researchgate.net/privacy-policy#sharing and there, it says nothing about trying to notify the user in question when this happens.
