I'm not sure of the meaning of this quote. It seems to mean licenses that were granted before the changes to the terms continue under the new terms without being modified. If it is the case, it wouldn't fit since changes would apply retroactively and only to new licenses.

"continue" means that the licenses granted to Tubi will persist. "under these terms of use" mean that if a certain point of the terms was modified, then it retroactively affects the said licenses.
