Immediate deletion: Once you delete a video in your YouTube Studio, it will immediately cease to be unavailable to anyone with the link. To the public (and the link holder), the video ceases to exist at that moment.
Obligation to delete: Yes, Google has an obligation to actually delete the data. Its terms and privacy policy states that once a user deletes it, it begins a process of deletion from their systems and backup servers, which can take up to 180 days, but the video is no longer "visible" anywhere.
So the more accurate statement should be that YouTube (Google) will make the video inaccessible, but the actual deletion can take up to 180 days.
