A user can opt out of targeted advertising in so much as they can opt out of Google's DoubleClick DART cookie, which can be done from Google's Ad Settings page. This can also be done by paying a monthly or yearly subscription to TV Tropes to go completely Ad-Free while signed-in to the platform.
