tbh, I don't really know how friendly the laws of the state of Washington are to user privacy (or if they are less friendly than... where?).
I guess I don't really understand that phrase, but it seems to me to be designed for when a company chooses a jurisdiction other than where they are headquartered for the purposes of getting around privacy legislation. But then Amazon's headquarters are in Washington, so if that's the intent, that suggestion may not be the best.
