I think this point is somewhat misleading, as Wikipedia has reason to "delete" accounts - blocking/banning. This is used ALWAYS as a last resort, and only to stop or prevent persistent, disruptive vandalism or edits.
Mostly blocking and banning is done to belittle innocent users. Such as punishing them for making innocent mistakes, or any of the sort. And mostly the admins lie and give false information that users have broken policy or have been disruptive anyways. Also, blocking and banning is as well done for reasons such as https://en.wikipedia.org/wiki/Wikipedia:Competence_is_required which can insult or harm innocent users.
