The date at which users can opt-out is varied and (perhaps unintentionally) confusing:
"If you're signing up for a new account, purchasing a game, downloading a game, or subscribing to Nitro, these Terms apply to you. For everyone else, these Terms will go into effect on October 23, 2018."
That is, the only dates during which all users may safely opt out is between October 23 (arguably 24 to account for timezone differences) and November 15 (again arguably 14 due to timezone differences).
