Plus, where do you draw the line between friendly or less friendly?
Again, I'd argue that it's not hard to say for the US, but some country may have practices and laws that are good for privacy protection, while others are not.
We would need to have a checklist of countries and rate those individually and give them a 'good' or 'bad' or 'neither', so that eventually we would probably have a second, meta layer for ToS;DR.
...it would be very helpful, though, because a country's laws can make all the difference.
