The mediator will not consider claims that are manifestly unfounded or abusive, already examined</p> <p>or being examined by another mediator or by a court, submitted more than one year after the</p> <p>consumer’s written complaint to APPART’CITY, fall outside the mediator’s scope, or where the</p> <p>consumer cannot prove prior written attempts to resolve the issue directly with APPART’CITY.
