In the terms they do not state that a user who has been permanently banned cannot create a new account. But by stating that they do not collect personal information, it can be assumed that if you use another email you will be able to have a new account. With the same email account you will not be able to create a new account, I affirm this based on the linked link, where a user requests to recover his banned account but is informed that it is not possible
