The issue is that because of the way the annotation process works, the current quote prevents a reviewer from making new points linked to excerpts included in it.
To shorten it, you'd need to change the excerpt to one other of the same document (it doesn't matter where, just make sure it is the same document or else a bug appears...) and then you relink to the shortened excerpt.
