I'd suggest changing this quote to "THIS AGREEMENT SHALL BE GOVERNED BY THE LAWS OF THE PEOPLE’S REPUBLIC OF CHINA (“PRC”)" to have the entire sentence, and updating the title to "The court of law governing the terms is in a jurisdiction that is less friendly to user privacy protection (China)".

This way all the information useful for a user is contained in a same unique point (the other one would be declined)
