As a Mobile Virtual Network Operator (MVNO), Red Pocket only resells the network access which they bought from other carriers (AT&T) in bulk (https://www.yozzo.com/mvno-wiki/mvno-definition). Because of this, Red Pocket has less control over whether their service will be available or not.
