Changes in the <abbr>ToS</abbr> may be proposed at any time by or to the <abbr>OTW</abbr> Board. Proposed changes will be prominently disclosed on the Service, and we will offer at least a two-week comment period for proposed changes. At the end of the comment period, proposed changes will be voted on by the Board. If the Board votes in favor, the changes will become effective at that time.
